This film does not really have use of high graphics and animation as the vfx scenario in 1992 was not as developed as now. You will find very basic graphical use such as artificial flying bats. The director used chroma to shoot most of the scenes. Moving backgrounds was used in the scene where Selina Kyle falls down from a building.
The entire Gotham city shown from top angle is nothing but a CG model. The transformation of the batmobile is made using computer graphics. The Penguin’s army was a combination of CGI, robotics, men in suits and even real penguins.
